The deputy of Almaty city’s maslikhat (a local representative body, a kind of regional parliament) Kanat Uskenov has become a clear example of what level of morality people become as deputies in Kazakhstan.
The fact is that in the Bostandyk District Court of Almaty, chaired by Judge Bauyrzhan Lesbaev, Kanat Uskenov’s claim against citizen P is being considered.
According to documents published in the public domain in the database of court cases, the subject of the lawsuit is the contestation by the deputy of his paternity of two children of citizen P (a five-year-old boy and a three-year-old girl) and the exclusion of information about the father from the birth certificate of both children.
It’s noteworthy that Uskenov filed a lawsuit in mid-February 2022, that is, five years after the birth of the first child, whose birth certificate lists him as the father.
It’s also curious that, according to information circulating on social networks, this is not the first lawsuit of the deputy against the woman. According to this information, Uskenov and citizen P have three children. And he’s already tried to dispute his paternity of the older child. However, a forensic molecular genetic examination confirmed the fact of Uskenov’s paternity. It wasn’t possible to establish how reliable this information is. In the database of judicial acts that have entered into force, we couldn’t find these documents. But there are court documents for two other children. The first meeting of this curious process took place on 24 February.
On March 10, the deputy’s lawyer Asel Mangasarova filed a petition for the appointment of a forensic molecular genetic examination at the Center of DNA services, arguing that her client is not the biological father of the minor children of citizen P. The respondent and her representative agreed with the appointment of the examination, but asked to do it in another place. The court granted the petition, but decided to conduct a DNA analysis at the Center for Forensic Expertise.
On March 25, the court issues a second ruling on conducting a molecular genetic examination, but now in the Almaty branch of the Republican Chamber of Forensic Experts.

However, it’s not new to MP Uskenov to get into scandals. So, in 2009, Uskenov dumped several trucks of dirt and stones on the access road to the houses of the microdistrict “Khan-Tengri”. He promised to sue the neighbors who complained about him and leave them ‘without pants’.
In July 2012, MP (now former) Mukhtar Tinikeev, in an interview with one of the Kazakh media, said that one of the deputies of the city’s maslikhat of Almaty had two or three convictions. A little bit later, the media clarified that it was just about the deputy Uskenov. He, in turn, stated that Tinikeev slandered him in order to put pressure in the interests of a certain former friend and promised to sue his party’s colleague.
In 2014, Uskenov appeared in a scandal with delayed salary to the guards of the engineering plant named after S.M. Kirov (in Soviet times, this plant was a strategic facility that carried out military orders), where he worked as a general director from 2009 to 2016. According to the guards, they were not paid their salaries for eight months, and the amount of debt exceeded $75,000. In response to the accusations, Uskenov said that it’s their own fault.
In 2016, Uskenov again became the subject of a scandalous publication related to the plant. This time, his former deputy Sergei Nedosekin accused Uskenov of selling the workshops and plots owned by the plant to Bat-Cotton company, which was led by the deputy’s nephew. Nedosekin also said that Uskenov became the general director of the plant under the patronage of the ex-Prime Minister of Kazakhstan Serik Akhmetov (Akhmetov was convicted in 2015 on charges of corruption to 10 years in prison).
However, Uskenov denied these accusations, saying that he didn’t sell the plots and constructions of the plant, but they became the property of Bat-Cotton company to pay off the debt. In addition, he noted that the head of But-Cotton company wasn’t his relative. He also accused his former deputy of stealing metal from the plant’s territory.
However, after that, Uskenov wasn’t seen in scandals. On the contrary, his reputation was getting stronger. He headed the Central Asian Geographical Society, then the Almaty city branch of the National Anti-Corruption Movement “Zhanaru”.
And on the personal website of the deputy Uskenov, it is said that he is not only a deputy and a citizen, but also an exemplary family man.
