Kazakhstan: Police MG is suspected of corruption

On suspicion of taking a large bribe, employees of the Anti-Corruption Agency detained and placed in the detention center of Almaty retired police major-general Zhailaubek Khalykuly.

As ACCA was informed in the Police Department of Almaty, the detention took place on the night of May 23-24.

“Zhailaubek Khalykuly has no previous convictions. He worked in the Ministry of Internal Affairs from 1989 to 2016. Now he is retired police officer, retired police major general. He is suspected of committing a crime under Article 366 part 4 (“Receiving a bribe by a law enforcement officer or a person holding a responsible state position in a law enforcement agency, committed by a criminal group, as well as on an especially large scale”) of the Criminal Code,” a police source said.

There are no other details on the case yet. It’s known that Zhailaubek Khalykuly previously had the surname Kembaev. In 1994, he graduated from the Kazakh State University named after Al-Farabi. He began his career path in 1989 as an inspector of the traffic police battalion. In 1997, he received the rank of lieutenant. In 2009, he was appointed head of the Region Police Department of Almaty. In 2010, he was promoted to major general. That is, he went from lieutenant to major general in 13 years. In 2012, following the results of certification, he lost his seat. But, despite this, already in 2013, he was appointed to the post of chief of police of Akmola region, where he worked until 2016, after that he retired. However, being retired, he didn’t sit idle and was an adviser to the Minister of the Interior.

Khalykuly’s envious people explained such a rapid career rise by the fact that he comes from the village of Chemolgan (Almaty region). Chemolgan is the patrimony of the clan of the first President of Kazakhstan, Nursultan Nazarbayev.
