Kyrgyzstan: 25 criminal cases were initiated against police officers

The Prosecutor General’s Office revealed numerous facts of falsification of evidence and procedural documents of criminal cases with the illegal use of personal data of citizens of Kyrgyzstan.

Thus, officials of the Department of Internal Affairs of Oktyabrsky district of Bishkek, in order to artificially inflate the indicators of crime detection, instead of real detection of crimes, illegally using the personal data of citizens, forged on their behalf statements about an alleged crime. Later, according to these statements, false criminal cases were initiated.

“Later on, documents of investigative actions were drawn up in these criminal cases (reports of examination, interrogation, a decision on recognizing them as victims) and subsequently terminated them on the basis of fake statements from victims about the refusal of private-public prosecution,” the Prosecutor General’s Office explains.

In addition, police officers persuaded those accused of committing the theft to confess to committing previously registered unsolved crimes. Further, after their confessions, the cases were closed on the basis of false statements of the victims about the refusal to prosecute a crime. Thus, they increased the statistics of solving crimes.

According to these facts, 25 criminal cases were initiated against officials of the Department of Internal Affairs of Oktyabrsky district of the capital under Articles 361 “Falsification of evidence”, 337 “Abuse of official position” of the Criminal Code of the Kyrgyz Republic. The Investigation Department of the Prosecutor General’s Office is conducting an investigation.
