Kyrgyzstan: Police officers beat a detainee

The detainee complained about the beatings. According to him, the deputy head of the operational unit and two employees of the Sokoluk District Department of Internal Affairs took part in them.

On February 26, the National Center for the Prevention of Torture of Kyrgyzstan received a complaint from a lawyer on behalf of his client. On the same day, the staff of the Center visited institution No.21 of the pre-trial detention center No.1 of the Penitentiary Service.

They had an individual conversation with the detainee. According to him, on February 22, in the building of the Sokoluk Regional Department of Internal Affairs, the deputy head of the operational unit and two officers inflicted bodily injuries on him. The man was beaten in the face, in the kidneys and abdomen; after he fell down, the beatings continued.

“At the moment, the detainee is in the medical unit of pre-trial detention center No.1, he is receiving medical assistance. As a result of his injuries, it’s difficult for him to move around, the detainee was diagnosed with a closed craniocerebral injury. At the same time, he asks to take measures against the police officers of the Department of Internal Affairs of Sokoluk district,” they say in the National Center.

During the visual inspection, the bodily injuries were found on the detainee’s body. At the request of the Center’s staff, the Istanbul Protocol was drawn up by medical workers. The received application and written consent from the victim were sent to the Prosecutor’s Office of Sokoluk district of Chui region.
