Kyrgyzstan: Human rights activists proposed amendments to the draft law “On extremism”

On February 17-18, representatives of the human rights movement “One World (Bir Duino)”, the head of Osh office Khusanbay Saliev and the executive director Aida Baizhumanova took part in a visiting meeting of the working group of the Ministry of Internal Affairs to finalize the draft law “On counteracting extremist activity”.

For two days, the participants of the meeting worked out the draft law “On counteracting extremist activity” article by article. The main goal is to ensure that the law complies with international requirements and standards. Particular attention was paid to the revision of the definition of “extremism”.

“Experts have finalized the goals, objectives, basic principles of work to counteract extremist activity. An important contribution was the exclusion of the concept of “ideology” from the bill. Extremism should be associated with violent actions directed against the state,” the human rights activists emphasize.

The participants in the discussions made every effort to make the draft law consistent with the principles of human rights protection, practical, clear, measurable, and that it excludes philosophical interpretations and inaccuracies.

“We hope that the document will be adopted in the proposed format, without distortion; and if amendments are made, our improvements will be preserved, and each change will be discussed with civil society,” representatives of the movement “One World” express hope.
